Standard&Poor's Ratings Services affirmed its 'AA' rating, with a stable outlook, on Temple, Texas' water and sewer revenue debt. The rating reflects our opinion of the system's: Relatively stable and diverse service area economy, Consistently strong financial performance and resultant debt service coverage (DSC), Strong system liquidity, and Competitive utility rates. We believe what we consider the service area's adequate, but below-average, wealth and income somewhat mitigate these strengths. A junior-lien pledge of the city's water and sewer system's net operating revenue secures the bonds. The series 2010 bonds are on parity with the system's series 2008 bonds and 2006 bonds outstanding. Officials used bond proceeds to make systemwide improvements.
