Standard&Poor's Ratings Services assigned its 'AA' rating and stable outlook to Temple, Texas' series 2012 and taxable series 2012 combination tax and revenue certificates of obligation and affirmed its 'AA' rating, with a stable outlook, on the city's existing general obligation debt. The rating reflects our opinion of the city's: Strong regional economy with a favorable location along Interstate 35, Historically strong finances, and Strong financial management practices. We believe the rating is somewhat constrained by the city's: Adequate, but below-average, wealth indicators; and Moderately high debt with additional bonding plans.
