Standard&Poor's Ratings Services assigned its 'AA' rating and stable outlook to Temple, Texas' series 2013 tax and revenue certificates of obligation and series 2013 limited-tax notes and affirmed its 'AA' rating, with a stable outlook, on the city's existing general obligation debt. The rating reflects our opinion of the city's: Strong regional economy with a favorable location along Interstate 35, Historically strong finances, and Strong financial management practices. We believe the rating is somewhat constrained by, what we consider, the city's: Adequate, but below-average, wealth; and Moderately high debt with additional bonding plans.
