Standard&Poor's Ratings Services assigned its 'AA' rating and stable outlook to Temple, Texas' series 2014 combination tax and revenue certificates of obligation, and affirmed its 'AA' rating, with a stable outlook, on the city's existing GO debt. Ad valorem taxes levied against all taxable property in the city secure the certificates. In addition, the city has pledged surplus revenues of its waterworks and sewer system not to exceed $10,000. Proceeds will be used for various general improvements, construction, and expansion of the city's transportation infrastructure (streets, roads, bridges, trails, and sidewalks) and waterworks network.
