S&P Global Ratings assigned its 'AA+' underlying rating and long-term rating to Saratoga Springs City School District, N.Y.'s series 2016 bonds. At the same time, S&P Global Ratings affirmed its 'AA+' long-term rating on the district's existing debt. The outlook is stable. The district's faith and credit general obligation (GO) pledge secures the bonds. Officials plan to use bond proceeds to currently refund the series 2009 GO bonds. The 'AA+' long-term rating is based on our view of the district's: Participation in the diverse regional employment base of the Albany-Schenectady-Troy metropolitan statistical area (MSA); Strong wealth and income indicators and an extremely strong market value per capita ; Conservative budgetary controls which have resulted in stable and strong financial performance;
