Standard&Poor's Ratings Services assigned its 'AA+' rating and stable outlook to Eastport-South Manor Central School District, N.Y.'s series 2011 school district general obligation (GO) serial bonds and affirmed its 'AA+' rating, with a stable outlook, on the district's parity debt. The rating reflects our opinion of the district's: Access to strong local economies throughout Nassau and Suffolk counties; Very strong income and, what we consider, extremely strong wealth indicators; Good and well-embedded financial management policies and procedures, supporting, what we regard as, a strong available general fund balance; and Significant state reimbursement for debt service, leading to, what we view as, a low-to-moderate debt burden.
