Standard&Poor's Ratings Services affirmed its 'A+' rating, with a stable outlook, on East Pennsboro Area School District, Pa.'s general obligation (GO) debt. The rating reflects our opinion of the district's general creditworthiness, including its: Strong wealth and income and low unemployment compared with commonwealth and national rates, Good reserves, and Favorable debt profile. We believe, what we consider, the district's financial pressure, stemming from increasing pension costs and potential stresses that could occur due to the commonwealth budget impasse, somewhat offsets these credit strengths. The district's full-faith-and-credit-GO pledge secures the bonds. The tax levy is subject to Act 1 levy limits; there, however, are overrides to the limit, if needed.
