Standard&Poor's Ratings Services assigned its 'A' long-term rating, and stable outlook, to East Pennsboro Area School District, Pa.'s series 2009A general obligation (GO) bonds and affirmed its 'A' underlying rating (SPUR), with a stable outlook, on the district's existing GO debt. The rating, however, is now based on the district's own creditworthiness and not the Pennsylvania State Aid Intercept program. The ratings reflect the district's: Good wealth and income levels, coupled with low unemployment; Stable finances, anchored by management's prudent budgeting practices; and Low overall net debt burden and rapid amortization schedule.
