NEW YORK (Standard&Poor's) Sept. 25, 2012--Standard&Poor's Ratings Services raised its rating on East Pennsboro Area School District, Pa.'s general obligation (GO) debt one notch to 'A+' from 'A'. The outlook is stable. The upgrade reflects Standard&Poor's assessment of, what the rating service considers, the district's strong historical finances and improved economic indicators during a period of contracting state aid and increasing pension contributions. "We believe the district's economic stability and strong finances will continue due to management's demonstrated willingness to adjust expenditures despite increasing pension obligations. We also expect management to maintain, what we consider, its low debt because capital needs are limited," said Standard&Poor's credit analyst Ruth Shaw. "We are unlikely
