Standard&Poor's Ratings Services raised its rating on East Pennsboro Area School District, Pa.'s general obligation (GO) debt one notch to 'A+' from 'A'. The outlook is stable. The upgrade reflects our assessment of, what we consider, the district's strong historical finances and improved economic indicators during a period of contracting state aid and increasing pension contributions. The district's full-faith-and-credit GO pledge secures the bonds. The bonds, however, are still eligible for the Pennsylvania State Aid Intercept program. The 'A' program rating serves as a credit floor for the bonds. If we were to lower the rating on the district's GO debt below the 'A' level, the program rating would then be in effect.
