DALLAS (Standard&Poor's) Oct. 8, 2009--Standard&Poor's Ratings Services has assigned its 'AAA' rating to North Texas Municipal Water District's (NTWD) water transmission facilities contract revenue refunding bonds (city of Plano) series 2009. The rating reflects the credit quality of Plano's water and sewer fund, which secures payment on the bonds. The outlook on all ratings is stable. In addition, Standard&Poor's raised its rating on NTWD's Upper East Fork Wastewater Interceptor System contract revenue bonds, issued for Plano, Allen, McKinney, Richardson, Frisco, and Princeton, Texas to 'AAA' from 'AA+'. "The upgrade reflects our view of the credit quality of the Upper East Fork project participants, particularly the city of Plano, which is the system's largest participant,"
