Standard&Poor's Ratings Services assigned its 'AAA' rating, and stable outlook, to Plano, Texas' series 2010 municipal drainage utility system revenue bonds. At the same time, Standard&Poor's affirmed its 'AAA' rating, and stable outlook, on the city's existing utility debt. The ratings reflect, in part, our assessment of the strength of the city's water and sewer system. The water and sewer system's credit strengths include its: Service area, which has experienced rapid historical growth and economic diversity; Very strong wealth and income levels; Stable operations with sufficient growth capacity; and Strong financial position. A first-lien pledge on gross revenues of the municipal drainage utility system secures the revenue bonds. In addition, the ratings reflect the drainage utility's:
