DALLAS (Standard&Poor's) Jan. 15, 2009--Standard&Poor's Ratings Services raised its standard long-term rating and underlying rating (SPUR) on Plano, Texas' drainage utility system revenue debt to 'AAA' from 'AA+' based on the utility's continued strong financial performance and minimal additional capital needs. In addition, Standard&Poor's assigned its 'AAA' standard long-term rating to Plano's $4.7 million series 2009 municipal drainage utility system revenue refunding and improvement bonds. The outlook on the ratings is stable. The ratings reflect, in part, the strength of the city's water and sewer system.
