Standard&Poor's Ratings Services assigned its 'AA+' long-term rating and 'A+' school issuer credit rating (ICR) to Washington County School District No. 15 (Forest Grove), Ore.'s general obligation (GO) bonds, series 2012. In addition, we affirmed our 'A+' long-term rating on the district's full faith and credit obligations. The outlook on all ratings is stable. The 'AA+' long-term rating on the series 2012 bonds reflects our assessment of the district's eligibility for and participation in the Oregon School Bond Guaranty Program. The state has issued a certificate stating that the district is qualified to participate in the program. The 'A+' ratings reflect our view of the district's: Economic base located on the western periphery of the Portland metropolitan region;
