S&P Global Ratings assigned its 'AA+' rating and stable outlook to Stoddard County R-XI School District (Dexter), Mo.'s series 2016 general obligation (GO) refunding bonds. The district will use series 2016 bond proceeds to refund series 2011 GO refunding bonds on Aug. 30, 2016, for savings. The bonds are a GO of the district, secured by the district's unlimited-ad-valorem-GO-tax pledge. In 1995, the Missouri Legislature adopted Senate Bill 301 that established a program to assist Missouri school districts with their financing needs. This rating moves in tandem with the state general obligation (GO) rating, keeping the relative rating differential between the program and state GO rating constant. Any school district is eligible to apply to the state to use the
