Standard&Poor's Ratings Services raised its underlying rating (SPUR) to 'A' from 'BBB' on Celina, Texas' outstanding general obligation (GO) debt. The outlook is stable. The raised rating is based on our view of the city's improved financial position, with maintenance of sound reserves. The SPUR reflects our view of the city's: Direct access to the deep Plano, Texas' and the northern Dallas metropolitan statistical area's economic bases; Good wealth and income levels; and Improved and sound financial position. Offsetting factors include our view of the city's: High overall debt burden; and Limited local economy. The city's full faith and credit pledge secures the certificates. Celina, with a population of about 5,114, is in northern Collin County, about 40
