The raised rating is based on our view of the city's improved financial position, with maintenance of sound reserves. The SPUR reflects our view of the city's: Direct access to the deep Plano, Texas' and the northern Dallas metropolitan statistical area's economic bases; Good wealth and income levels; and Improved and sound financial position.
