DALLAS (Standard&Poor's) March 8, 2010-- Standard&Poor's Ratings Services raised its underlying rating (SPUR) to 'A' from 'BBB' on Celina, Texas' outstanding general obligation (GO) debt. The outlook is stable. "The raised rating is based on our view of the city's improved financial position, with maintenance of sound reserves," said Standard&Poor's credit analyst Kate Choban. "Further supporting the rating are the city's good wealth and income levels." Management is considering the issuance of debt within the next 12 to 18 months for the construction of a second fire station, however the amount of issuance has not yet been determined.
