Standard&Poor's Ratings Services has affirmed its 'A-' long-term rating to the City of Atlanta, Ga.'s series 2005A and 2005B (Eastside project) tax allocation bonds. The outlook is stable. The rating reflects our opinion of: A primarily commercial 890-acre tax allocation district (TAD) located within the eastern side of downtown Atlanta; Strong maximum annual debt service (MADS) coverage of 2.7x based on fiscal 2012 tax increment revenues; Recent stable operating millage rates of the underlying taxing entities; and A strong additional bonds test (ABT), requiring 1.5x MADS coverage based on the previous fiscal year's collected tax increment revenues with no allowances for projected future growth.
