Standard&Poor's Ratings Services revised the outlook to positive on West Contra Costa Unified School District, Calif.'s outstanding general obligation (GO) debt. In addition, Standard&Poor's assigned its 'A-' rating to the district's 2005 series B GO bonds. Standard&Poor's also affirmed its 'A-' rating on the district's outstanding GO bonds. The rating reflects the district's: Fiscal oversight by a state trustee and recovery from financial mismanagement in the early 1990s; Participation in the San Francisco Bay Area economy, which provides diverse employment opportunities; Strong wealth and income levels; and Good reserves the past several years, but expectation of lower results in the current and subsequent fiscal years. These positive factors are offset by the district's growing
