CENTENNIAL (S&P Global Ratings) Dec. 3, 2019--S&P Global Ratings revised the outlook to negative from positive and affirmed its 'AA-' long-term rating and underlying rating (SPUR) on West Contra Costa Unified School District, Calif.'s general obligation bonds outstanding. "The outlook revision reflects our view of the district's operating deficits in fiscal years 2018 and 2019, and projected deficits through 2022," said S&P Global Ratings credit analyst Randy Layman.
