NEW YORK (Standard&Poor's) Dec. 10, 2008—Standard&Poor's Ratings Services assigned its 'AAA/A-1+' rating to Wachovia MERLOTS' (Arizona Transportation Board) Series 2008D184 floater certificates (Certificates). The rating is on CreditWatch with negative implications because it is based on the underlying bond, which is insured by Financial Security Assurance Inc. (FSA). The short-term component of the rating is based on the liquidity facility provided by Wachovia Bank N.A. with an expiration date of May 28, 2009. The Certificates were originally issued in May 2008, at which time we assigned a rating of AAA/A-1+/Stable. However, we inadvertently did not publicly release the rating at the time.
