Standard&Poor's Ratings Services assigned its 'AAA' long-term rating to the City of Woodbury, Minn.'s series 2010A general obligation (GO) capital improvement plan bonds, series 2010B GO improvement bonds, and series 2010C GO refunding bonds. We also affirmed our 'AAA' long-term rating on the city's outstanding GO debt. The ratings reflect our view of the city's: Participation in the deep and diverse Minneapolis and St. Paul (Twin Cities) metropolitan area economy; Very strong income levels and extremely strong market value per capita; Solid financial operations with very strong reserve levels; and Moderate debt burden. The city's unlimited-tax GO pledge secures the 2010A-C bonds. The city may elect to issue the series 2010A bonds as Build America Bonds and levy
