Standard&Poor's Ratings Services assigned its 'AAA' long-term rating and stable outlook to West Hartford, Conn.'s series 2016B general obligation (GO) refunding bonds. At the same time, Standard&Poor's affirmed its 'AAA' rating on the town's GO debt outstanding. The outlook is stable. A pledge of the town's full faith and credit secures the bonds. We understand the town will use bond proceeds to refund a portion of its 2005R, 2008A, 2009A, 2010B bond series for present value savings. There is no extension of maturity. The rating reflects our assessment of the following factors for the town: Very strong economy, with access to a broad and diverse metropolitan statistical area (MSA); Strong management, with "good" financial policies and
