Standard&Poor's Ratings Services raised its underlying rating (SPUR) on Springdale, Ark.'s series 2006 sales-and-use tax bonds one notch to 'A+' from 'A'. The outlook is stable. The upgrade reflects our assessment of the city's improved debt service coverage (DSC) due to the upcoming refunding and the recent rebound in sales tax revenue. Standard&Poor's also assigned its 'A+' long-term rating and stable outlook to the city's series 2013 sales-and-use tax refunding bonds. Officials intend to use series 2013 bond proceeds to refund all series 2006 bonds for an estimated net present value savings of $4.3 million; therefore, we will likely withdraw the rating on the series 2006 bonds once the city has finalized the refunding.
