The outlook is stable. The ratings reflect our opinion of the district's: + Inherent operational flexibility provided by the ability to reduce class sections and curriculum if required, + Maintenance of a strong available fund balance, and + Low overall debt burden. In our view, the preceding credit strengths are partly offset by the district's below-average income indicators. Unlimited ad valorem taxes levied on taxable property within the district secure the GO bonds. Siskiyou Community College District serves approximately 45,000 residents of Northern California in a 6,287-square-mile area that includes Siskiyou County and a small portion of Shasta County.
