...S&P Global Ratings assigned its '##' long-term rating to San Francisco City & County, Calif.'s 2017 certificates of participation (COPs), issued for the HOPE SF and Moscone Center Expansion projects. At the same time, S&P Global Ratings affirmed its '##+' long-term rating on the city and county's general obligation (GO) bonds, its '##' long-term rating and underlying rating (SPUR) on the city and county's appropriation debt outstanding, and its '###/A-1+' joint-support rating on the city and county's 2008 variable-rate lease revenue obligations. The outlook, where applicable, is stable. The COPs, as well as the city and county's other appropriation obligations represent an interest in, or in some cases are secured by, lease payments that the city and county make, as lessee, for the use of capital facilities.
