Standard&Poor's Ratings Services affirmed its 'BBB+' long-term rating and underlying rating (SPUR) on Palo Verde Community College District, Calif.'s certificates of participation (COPs) issued by the Palo Verde Community College District Facility Corp. In addition, Standard&Poor's affirmed its 'A-' long-term rating and SPUR on Palo Verde Community College District SFID (School Facility Improvement District) No. 2004-1, Calif.'s existing general obligation (GO) bonds. The outlook on all ratings is stable. The ratings reflect our view of the district's: Good financial position with an unreserved general fund balance of $1.4 million or 11.6% of general fund expenditures in fiscal 2013; The flexibility of community college districts in general to manage enrollment and programs in response to funding levels; and Growth
