Standard&Poor's Ratings Services assigned its 'A+' rating to North Platte, Neb.'s 2015 water system revenue refunding bonds. The outlook is stable. The rating reflects our assessment of the system's: Generally stable customer base that serves the city of North Platte; Rates we consider affordable; Strong financial performance; and Limited additional capital and debt needs. Offsetting these strengths are the city's below-average incomes and lack of comprehensive management policies, especially regarding long-term planning and liquidity policies. We note, however, that if additional policies were adopted, the rating would not necessarily improve unless we believed that the other credit factors were also consistent with a higher rating level.
