CHICAGO (S&P Global Ratings) Sept. 29, 2017--S&P Global Ratings lowered its long-term rating to 'A-' from 'A' on North Platte, Neb.'s existing general obligation (GO) debt. The outlook is negative. "The lowered rating reflects our view of the city's negative adjusted general fund available balance and very weak budgetary flexibility," said S&P Global Ratings credit analyst David Smith. The city's existing GO debt is secured by its full faith and credit GO pledge. The debt is also secured by special assessment revenues. The city, with an estimated population of 24,072, is located in Lincoln County.
