The rating reflects the parish's: Participation in the diverse Baton Rouge, La. metropolitan statistical area (MSA); Very strong financial position with recently increasing reserves; and Moderate overall debt levels as a percent of market value. The parish's wealth levels, which are below the national average, somewhat offset these strengths. The parish's pledge of its lawfully available funds secures the bonds, providing additional security to Recreation District No. 2's intention to pay debt service from its millage rate.
