Standard&Poor's Ratings Services raised its long-term rating to 'A+' from 'A' on Louisiana Local Government Environmental Facilities and Community Development Authority's series 2008 revenue bonds, issued for Livingston Parish, La.'s Recreation District No. 2 sports complex project, based on continued economic development and improved financial performance. The outlook remains stable. In our opinion, the rating reflects the parish's: Participation in the diverse Baton Rouge, La.'s metropolitan statistical area; Very strong financial position; and Moderate overall debt levels. We believe these strengths are somewhat offset by the parish's adequate income and market value levels on a per capita basis. The parish's pledge of its lawfully available funds secures the bonds, providing additional security to Recreation District No. 2's intention
