The 'SP-1+' rating on Iowa Finance Authority's series 2009A and 2009B notes issued for the 2009-2010 Iowa school cash anticipation program series A warrant certificates reflects the following credit factors: A security pledge of participants' available general fund revenues to be collected within the 2009-2010 fiscal year; The Director of the Iowa Department of Administrative Services' obligation to withhold and apply any appropriated state aid if a district is in default of its payment obligation; Strong structural features that include mandatory set-aside dates and full repayment required one month before final certificate maturity; and Satisfactory debt service coverage by the school district's pledged revenues of at least 1.75x for each borrower.
