Standard&Poor's Ratings Services assigned its 'A+' rating, and stable outlook, to Douglasville, Ga.'s series 2009 general obligation (GO) bonds. The rating reflects our opinion of the city's: Local economy, enhanced by its close access to, and participation in, the deep and diverse Atlanta metropolitan statistical area (MSA); Recently improved financial position with reserves we consider very strong; and Moderate debt burden and manageable additional capital needs. Proceeds from this bond issue have been authorized to construct a new public safety building and municipal court building. Douglasville is approximately 25 miles west of Atlanta in Douglas County. The city's 2008 population of 28,799 was up by 43% since 2000, outpacing county, state, and national growth during that period. The
