LONDON (Standard&Poor's) May 5, 2009--Standard&Poor's Ratings Services said today that it assigned its 'A-1+' short-term rating to U.K. government guaranteed certificate of deposit (CD) issuance by U.K. bank The Royal Bank of Scotland PLC (RBS; A+/Stable/A-1). (See list below for details of the four CDs rated 'A-1+' and issued by RBS). Any nonguaranteed CD issuance is rated 'A-1' in line with the short-term counterparty credit rating on RBS. Those CDs issued by RBS that are rated 'A-1+' will have an eligibility certificate for a guarantee from The Commissioners of Her Majesty's Treasury under the U.K. government's 2008 Credit Guarantee Scheme (CGS). The drawdown window for the CGS eligibility expires on Dec. 31, 2009, with a final
