We are affirming our 'A' long-term issuer credit and senior unsecured debt ratings and 'A-1' short-term rating on the Province of Prince Edward Island. In part, the ratings reflect our assessment of the province's average economy, strong financial management, average budgetary performance, and high-but-improving debt burden. The stable outlook reflects our expectation that, in the next two years, Prince Edward Island's financial results will improve such that it generates small operating surpluses and after-capital deficits of less than 5%, on average, and that its tax-supported debt burden will decline to about 155% of projected consolidated operating revenues by fiscal 2019.
