(American Traffic Solutions or ATS), a provider of traffic safety technology to rental car and fleet management companies in the U.S., is planning to raise approximately $590 million in incremental new debt to finance its acquisition of provider of toll processing services for transportation mobility providers, Highway Toll Administration (HTA). We are affirming our 'B' corporate credit rating on ATS Consolidated Inc. The stable outlook reflects our expectation that ATS will smoothly integrate HTA and support its additional debt burden with modestly improving operating performance over the next 12 months.
