OVERVIEW Louisiana Public Facilities Authority (EGSL) and Louisiana Public Facilities Authority (ELL) are both secured by system restoration bonds. We affirmed our 'AAA (sf)' ratings on all four classes from the two transactions. The 'AAA (sf)' ratings reflect our opinion of the credit enhancement provided by the true-up mechanisms and reserve accounts that support the ratings per our criteria for stranded cost securitizations.
