At the same time, S&P Global Ratings affirmed its 'AAA' rating on the city's revenue bonds outstanding. The outlook is stable. Overall, we consider environmental, social, and governance risks neutral in our credit analysis. Though the city annually adjusts rates to pass on wholesaler costs to customers, we do not view affordability risk as elevated given its service area income levels and relatively low poverty rate.
