TOKYO (Standard&Poor's CreditWire) Nov. 29, 1999--Standard&Poor's today assigned its 'AA+' long-term rating to Nippon Telegraph&Telephone Corp.'s (NTT) proposed Y80 billion series 41 10-year domestic straight bonds. This is the company's first domestic issue since its reorganization into a holding company structure in July 1999. NTT was reorganized into a holding company, that wholly owns two local telephone service providers, Nippon Telegraph&Telephone East Corp. and Nippon Telegraph&Telephone West Corp., and one international and domestic long-distance service provider, NTT Communications Corp. The holding company holds all of NTT's outstanding external debt issues from before the reorganization, and carries out external long-term debt issuance to fund the operating units. Under the current structure,
