NEW YORK (Standard&Poor's) Feb. 25, 2008--Standard&Poor's Ratings Services raised its rating on Huntsville, Ala.'s water system revenue warrants one notch to 'AA+' from 'AA' based on the system service area's continued strong economic development, strong management with demonstrated rate increases and planning procedures, and improving liquidity. The outlook is stable. The rating service also assigned its 'AA+' rating, and stable outlook, to the city's $44.975 million series 2008 water system revenue warrants. The rating also reflects the system's expanding customer base, characterized by above-average wealth and income levels; exceptionally low water rates compared with the rates of regional and national peers, resulting in tremendous rate-setting flexibility; solid financial performance and position, which has generated sound debt
