Abstract:

The Regional Municipality of Waterloo mandated GrandLinq G.P. (ProjectCo) to design, build, finance, operate, and maintain a 19-kilometer light rail transit (LRT) route from the Conestoga Mall in the City of Waterloo, Ont., to Fairview Park mall in the City of Kitchener, Ont., with 16 at-grade stops. The light rail vehicles (LRV) delivery is outside of the project's scope, and the region entered a separate LRV delivery contract with Bombardier Inc. Construction started in August 2014 and the original scheduled substantial completion (SC) target date was July 28, 2017. The SC has been delayed multiple times due to vehicle delivery problems.
