DALLAS (Standard&Poor's) Feb. 23, 2011--Standard&Poor's Ratings Services raised its underlying rating (SPUR) to 'A-' from 'BBB+' on Fort Bend County Municipal Utility District (MUD) No. 35, Texas' general obligation (GO) bonds. The outlook is stable. "The raised rating reflects our view of the district's good financial position bolstered by an increasing level of general fund reserves," said Standard&Poor's credit analyst Lauren Spalten. The district's financial position is what we consider strong. The district ended fiscal 2009 with an approximately $2.5 million unreserved general fund balance, equating to a strong 96% of the operating expenditures.
