NEW YORK (Standard & Poor's) Nov. 7, 2001--Standard & Poor's today assigned its single-'A' rating to East Pennsboro Area School District, Pa.'s $7.5 million GO bonds series 2001A due Sept. 1, 2002-2011. In addition, Standard & Poor's affirmed its single-'A' underlying rating (SPUR) on the district's outstanding GO debt, now reflecting the underlying credit characteristics of the district. The outlook is stable. The rating reflects: -- Above-average wealth and income levels of this suburban school district in the Harrisburg MSA, and -- A sizeable tax base with high market value per capita in excess of $60,000. Mitigating credit factors include a high debt burden with a slow amortization schedule and an adequate, but weakening, financial position. The school district, located
