NEW YORK (Standard&Poor's) Oct. 9, 2013--Standard&Poor's Ratings Services revised its Institutional Framework (IF) score for the District of Columbia to "strong" from "very strong" based on our view of the weak predictability and very weak system support of the legislative and functional environments under which the district operates.
