DALLAS (Standard&Poor's) Feb. 22, 2013--Standard&Poor's Ratings Services revised its outlook to positive from stable and affirmed its 'A-' rating on Dekalb-Jackson Water Supply District Inc., Ala.'s series 2012A and series 2010A utility revenue bonds. "The outlook revision reflects our assessment of the pending consolidation of the Sand Mountain Water Authority, North Jackson County Water Authority, and the district to form a consolidated water supply and distribution system to achieve operational efficiencies," said Standard&Poor's credit analyst Scott Sagen. "In our opinion, if the consolidation of the system is successful, and the consolidated system were to maintain good debt service coverage and liquidity consistently, we could raise the rating one notch within the outlook's two-year period,"
