The outlook is stable. The series 2021 GO refunding bonds are general obligations of the district. Pursuant to Oregon Revised Statute 287A.315, the district has pledged its full faith and credit and taxing power to pay the bonds, and it is not limited in rate, amount, or otherwise by Section 11 or 11b of Article XI of the Oregon Constitution.
