Standard&Poor's Rating Services affirmed its 'AA-' rating, and revised its outlook to stable from positive, on the city of Atlanta, Ga.'s GO bonds. Standard&Poor's based its outlook revision on the city's fund balances which, while declining, remain healthy. At the same time, Standard&Poor's assigned its 'AA-' rating to the city's series 2008 bonds. The city's 'AA-' rating reflects: A diversified regional economic base that while undergoing a housing market correction, is poised to outpace the national employment growth rate over the next five years; Reserve levels that have declined over the past three years, partly due to a fiscal year change, but remain healthy; Conservative management practices that include budgeting for 96% of revenue
