Abstract:

After five years of austerity, the Eurozone fiscal squeeze is over. The EU has announced it will extend the Juncker Investment Plan beyond 2018, and only six EU economies remain under an Excessive Deficit Procedure. Yet fiscal space remains small given high debt levels, particularly in Mediterranean countries.Meanwhile, ever-rising Euroscepticism suggests that the SGP rules continue to be broken. In theory, EC fiscal rules were designed to ensure good economics prevails over bad politics. But in practice, fiscal policy remains pro-cyclical and has achieved exactly the contrary. The EU and its leaders have yet to understand that there is no taxation without representation before engaging in deeper integration.
