Abstract:

As the debate over whether or not the ECBs monetary policy has reached its limits continues, Bank officials continue to send mixed signals regarding the possibility and adequacy of pushing interest rates deeper into negative territory or even unveiling more unconventional measures. One thing seems clear though: the ECB feels it has done all it can in order to stimulate economic growth and is now openly asking governments to do their part.Eight Eurozone finance ministers have expressed their concerns regarding the use of potential output as the main variable upon which the fiscal framework is built. We believe this to be a move aimed at preparing the grounds for a relaxation in fiscal targets. However, the chances of seeing a major fiscal boost seem unlikely as the only country which has the potential to do so Germany is moving in the opposite direction, having announced plans to run a balanced budget for the next four years.
