About This Report

Abstract:

Despite having large financial reserves at its disposal, the UAE is facing the need for fiscal consolidation in light of lower global oil prices, which will see the budget record a huge deficit of 9.5% of GDP this year. Recent moves to deregulate domestic fuel prices should help the fiscal balance a little, and there are draft laws on the implementation of corporation tax, and discussion on a value-added tax. While new taxes will weigh on consumption, the medium-term outlook could benefit from the government having more funds available for investment and if the nuclear deal with Iran an important trading partner is finalised. Nevertheless, non-oil growth will slow to 3.5% this year and next, from 4.8% in 2014, as the impact of lower oil prices continues to play out. Growth in the hydrocarbon sector will be even more modest at around 1% per year, with OPEC policy leaving the Emirates oil production elevated and close to capacity. This will leave overall GDP growth below 3% both this year and next.
